Oklahoma City –The Oklahoma Department of Rehabilitation Services hired Michael Spencer from Tulsa on October 2 to lead the agency’s statewide Business Enterprise Program as operations coordinator.
Spencer and his wife Janet previously owned M & J Snack Bar, which successfully operated the Tulsa County jail commissary until September when state legislation transferred control to the Tulsa County sheriff’s office.
Spencer was trained and certified in food service management by BEP and worked as a contractor for 17 years through the BEP Program, which has helped thousands of blind owners operate businesses on government property since 1937.
Visual Services, which manages BEP, is a division of the Oklahoma Department of Rehabilitation Services.
Spencer earned DRS’ client of the year award in 2012.
“Mike Spencer was a tremendous asset for Tulsa County and is a strong example for the blind community as a successful businessman,” Jody Harlan, DRS communications director, said. “Visual Services was eager to bring him on board as soon as possible. He has impressive sales, food service and management expertise, and a proven track record in operating a large-scale, successful BEP facility.”
